Speech of H.E. the Ambassador of Ukraine Volodymyr Pakhil at the University of Indonesia 29.04.2014

We thank our American friends for this gesture of solidarity, for giving us the opportunity to speak today.
It seems to me a bit strange to have a discussion about Ukraine without the participation of Ukraine.
I would like to state key comments from the Ukrainian point of view.
First. Not as an Ambassador, but as a lawyer I stress, today’s Ukrainian authorities are legal and legitimate.
Because the former President abandoned his post and ran away from the country, the Ukrainian Parliament, based on national legislation, appointed an Acting President, an interim democratic Government and scheduled early presidential elections.
Second. It’s clear, that our close neighbor, the Russian Federation, without any justification, is interfering in the internal affairs of a sovereign country, and supporting terrorism.
Russia has annexed the Crimean peninsula – which is an integral part of Ukrainian territory.
Now, it is concentrating its military on the Ukrainian border and is blackmailing us. It is sending agents of special forces to destabilize the Eastern regions. And it is leading a massive propaganda war.
A wide range of evidence of this has been made available by the Security Service of Ukraine.
Third. What can Ukraine do in this situation?
We are very grateful for the unprecedented international support, including Indonesia’s voice. But the international community is limited in its capacity for response. Ukraine has the duty to defend itself.
The limited anti-terrorist operation taking place in the East of Ukraine has been recognized by the international community as a necessary and legitimate step. It targets strictly terrorists, not the peaceful population.
In accordance with the Geneva statement, today the Ukrainian Parliament is beginning the constitutional process. The law on the amnesty of separatists is also on the agenda. The Maidan protesters have vacated the buildings in the center of Kyiv. The famous “Right Sector” is disarmed. The monitoring mission of the OSCE concluded that there are no violations of minority rights in Ukraine, especially for Russians.
We are keeping our word.
 
We hope the Russian side will keep theirs, and:
-                     withdraw the Russian military from the Ukrainian border.
-                     remove agents of Russian special forces and Russian mercenaries from the territory of Ukraine.
-                     call on the separatists in the East of Ukraine to lay down their weapons.
If this is done, the crisis in Ukraine will be resolved very quickly.
If not, the consequences of the Russian behavior will impact not only Europe, but the entire world, including South-East Asia.
