Effective September 19, 2021, the Government of Indonesia introduced new travel requirements and COVID-19 testing procedures which will affect all travelers arriving to or traveling within Indonesia:  

• All travelers must use the PeduliLindungi application as a condition of entry to Indonesia, 
• All travelers must submit the International e-Hac through the PeduliLindungi application or manually at their departure airport, 
• All foreign nationals entering Indonesia must show proof of health or travel insurance which includes provisions for quarantine and treatment if exposed to COVID-19, 
• All international travelers must submit to two RT-PCR tests and must undergo hotel quarantine for 8 x 24 hours at the traveler’s expense as has been customary.  Hotels are chosen from an approved Government list.  In a change from prior practice, the first RT-PCR test will be administered at the arrival airport, with the traveler waiting at the airport for results.  The second test will be administered during the hotel quarantine period.   
• If RT-PCR test results are positive, even if asymptomatic, foreign nationals could be treated at an Indonesian hospital at the traveler’s expense per government policy and/or moved to a fully government-administered isolation hotel with no choice in the matter.  The original hotel quarantine reservation would be invalidated. In these cases, travelers should expect to be in isolation for a minimum of 14 days and will be required to have a negative PCR test prior to release.    

The Embassy advises against all but essential travel based on the current assessment of COVID-19 risks.  Further, the Embassy advises that the strict enforcement of the COVID-19 prevention protocols noted above may place travelers at risk and may result in lengthy quarantine detention, family separation, and the accrual of significant expenses.  

Additional regulations in effect include: 

• All non-Indonesian travelers must show full vaccination against COVID-19 before arrival to Indonesia and all domestic travelers within Indonesia must show full vaccination against COVID-19.   
• Exceptions are limited to:  

1. diplomatic and official visa holders at the ministerial rank and above foreign travelers who are not vaccinated and who are traveling domestically within Indonesia in conjunction with an immediate international departure (they will not be allowed to leave the airport area during transit).  These travelers must secure permission from the local Port Health Office for the domestic leg of their travel and must present evidence of direct transit from a city of departure in Indonesia to another destination country.   
2. international travelers under 12 years of age who are traveling to a point of exit from Indonesia; and 
3. international travelers with special health conditions who have a doctor’s letter certifying that the person concerned is unable to take the COVID-19 vaccine. 

• Travelers must present negative PCR test results with samples taken within 48 hours of departure for domestic flights.  Inbound international travelers must present negative PCR test results with samples taken within 72 hours of departure.
