Your Excellency Mrs. Retno Marsudi, Minister of Foreign Affairs

of the Republic of Indonesia,

Excellencies,

Ladies and gentlemen,

 I’m honored and pleased to have an opportunity to participate and deliver speech at the 11th Bali Democracy Forum. We in Ukraine consider it as the major international gathering dedicated to all-round democracy issues. We do believe that the noble cause of promoting democratic ideas, values and principles is of profound importance in the modern world.

On behalf of H.E. Mr. Pavlo Klimkin, the Minister for Foreign Affairs of Ukraine, let me express sincere appreciation to H.E. Mrs. Retno Marsudi, the Minister of Foreign Affairs of the Republic of Indonesia, as well as to the Government of Indonesia, for organizing and conducting this Forum.

I wish all participants fruitful discussions and valuable deliverables.

 Ladies and gentlemen,

 The Forum’s topic “Democracy for Prosperity” is particularly relevant for today’s Ukraine. Although human rights and freedoms as the pillars of democracy are in the very nature of Ukrainians, we still pay heavy price for our independence and democratic choice.

Our European aspirations for socio-economic progress, rule of law and democratic values faced severe counteraction from the side of the Russian Federation. It is hard to believe that our neighbor-state, the Permanent Member of the United Nations Security Council, whose primary responsibility is the maintenance of international peace and security, illegally occupied the Ukrainian Crimea in 2014 and continues its aggression in the East of Ukraine since then.

The recent armed attack and capture of the Ukrainian navy ships in the Sea of Azov is yet another demonstration that Russia will not stop its aggressive policy and is ready for any acts of aggression against the Ukrainian state.

Being at the frontline of the Free World, Ukraine takes all available measures that may prevent a full-scale invasion of its territory and beyond, including the introduction of 30-days long Martial Law in consequence of the mentioned armed attack in the Sea of Azov.

 

Ladies and gentlemen,

 

On 10 December 1948 Universal Human Rights Declaration was adopted by the United Nations General Assembly. It is sad to realize that after 70 years, systematic human rights violations are perpetrated by the state - Permanent Member of the United Nations Security Council.

 In this regard, Ukraine counts on active support for the Resolution “Human rights situation in the Autonomous Republic of Crimea and the city of Sevastopol (Ukraine)”, which will be presented at the plenary session of the United Nations General Assembly in mid-December.

Ukraine and its allies particularly demand that Russia immediately stop its gross violations of human rights and ensure unimpeded access of international human rights mechanisms, including the United Nations Human Rights Monitoring Mission in Ukraine, to the occupied peninsula.

 

Ladies and gentlemen,

 

Despite heavy security and defence expenses totalling more than 6% of its GDP, Ukraine is undergoing fundamental transformations on social, economic and political tracks.

The Ukrainian economy has been growing for 11 quarters in a row. According to the World Bank forecast, it will grow in 2018 at 3.3%, and in 2019 at 3.5%. The GDP increase is taking place due to macroeconomic stabilization, improved investment climate and clean-up of the banking sector. 

We have consistently implemented progressive reforms – ranging from judicial, education, healthcare, public administration reforms to carrying out decentralization and fighting corruption.

It is obvious that Ukraine requires international support for pursuing reforms agenda against the background of external aggression. And we are thankful to our partners for the invaluable assistance rendered.

 

Ladies and gentlemen,

 

The past years have been and still are the time of significant trials for Ukraine. However, we have strengthened our unity and faith in prosperous democratic future.

We also have acknowledged that democracy combined with the rule of law is the primarily option in terms of the improvement of people’s lives and social justice. Only Ukraine's integration into the Euro-Atlantic area guarantees us peace and security, independence and prosperity.
